Tiered Approach

Background

The Government of Australia (GOA) has invested AUD20.6 million in the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme 2021-2028 to support the Government of the Philippines (GPH) in building institutional and community resilience to climate change and natural hazards. The goal of the SHIELD Programme is to make all people in target communities safer and more resilient to the impacts of natural hazard events and climate change. This will be realized by achieving three inter-dependent outcomes/components:

• Component 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implementing informed and inclusive resilience actions

• Component 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience

• Component 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action

In partnership with the Government of the Philippines, the SHIELD Programme is implemented by the United Nations Development Programme (UNDP), together with consortium partners, UN-Habitat, Philippine Business for Social Progress, National Resilience Council Foundation Incorporated, and the Consortium of Bangsamoro Civil Society. All five Consortium partners will serve as Implementing Partners responsible for managing respective project outputs and activities, in harmony with other workstreams, and manage risk in accordance with the agreed project document. The Department of Interior and Local Government (DILG) serves as lead Government partner for the implementation of the SHIELD Programme.

UNDP, as Consortium Lead, has entered into a cost-sharing agreement with the Australian Embassy in Manila - Department of Foreign Affairs and Trade (DFAT) for the implementation of the SHIELD Programme and takes overall responsibility and accountability for the effective use of resources and the delivery of outputs, as set forth in the SHIELD Portfolio Document.

UNDP will set up a SHIELD Support Unit (SSU) responsible and accountable for day-to-day management of SHIELD Programme interventions across the 3 components, achieving programme outputs, and for the effective use of resources through collaborative engagement with the Consortium, GPH, multistakeholder partnerships (MSPs), and GOA. While administratively reporting to UNDP, the SSU will serve as the implementation arm of the whole SHIELD Consortium.

The SSU will undertake key functions to support the SHIELD Programme Board, Executive Committee, and Programme Management Team, including secretariat duties, GEDSI support to programmes, whole-of programme monitoring, evaluation and learning (MEL), and professional partnership brokering through MSPs at the sub-national and national levels.

This position focuses on all three components, enabling effective localization through Component 1 while ensuring strong integration between national policy systems, scientific information, and decision making processes (Components 2 and 3).

The SHIELD Project Analyst will provide technical support to bridge evidence, policy, and practice through a science- and data-informed approach, enabling the translation of risk, climate, and development information into actionable plans and investments. Working across all three project components, the Analyst will support LGUs in collaborating with government, private sector, and civil society stakeholders to implement inclusive resilience actions and investment pathways; contribute to national systems strengthening by assisting relevant national government agencies in aligning and operationalizing policies, tools, and programmes for local climate and disaster resilience; and facilitate the uptake and application of tailored outputs from scientific and technical agencies to support the updating of plans and the implementation of practical, risk-informed interventions.

The incumbent will report directly to the UNDP Project Manager, under the overall guidance of the SHIELD Programme Manager, and will contribute to the effective integration and coordination of outputs across project components. This includes working closely with key government partners, namely the DILG, OCD, DOST, and other relevant national government agencies, consortium partners, technical experts, and stakeholders at both national and subnational levels to ensure alignment of priorities and coherence of efforts.

Duties and Responsibilities

The SHIELD Project Analyst will be under the direct supervision of the UNDP Project Manager, with overall guidance from the SHIELD Programme Manager, working closely with the SHIELD Support Unit (SSU), UNDP Climate Action Programme Team, and in close collaboration with the SHIELD Consortium partners, UNDP teams in the Philippines Country Office and Bangkok Regional Hub, and DFAT. The Project Analyst will also work closely with other members of the SHIELD Support Unit (SSU) for day-to-day tasks related to efficient and effective programme resource utilization, MEL, reporting and knowledge management. The role is expected to report primarily to the UNDP Office and, as necessary, may also provide reports to the DILG Office to support program implementation and sustainability.

Provide Technical Advisory Support

• Provide technical support and coordination for the implementation of all UNDP project outputs

• Support resilience financing and investment initiatives.

• Facilitate engagement with Philippine national government agencies (NGAs) and Australian scientific institutions to strengthen of Climate and disaster risk governance o Science-to-policy integration of Data-driven decision-making systems o Localization of policies and procedures.

• Help translate scientific outputs into practical policy recommendations and decision-support tools for national and local stakeholders.

• Provide technical inputs to ensure alignment with national frameworks on DRRM, climate change adaptation, and resilience.

Project Planning, Implementation, and Monitoring

• Assist in the preparation and updating of annual work plans, procurement plans, and M&E frameworks

• Prepare monitoring implementation progress, ensuring timely delivery of outputs and alignment with programme targets.

• Support results tracking systems, linking scientific outputs to policy uptake and local action.

• Identify risks and propose mitigation measures to ensure effective implementation.

• Ensure compliance with UNDP policies, including Social and Environmental Standards (SES) and GEDSI integration.

National-Level Stakeholder Coordination and Partnerships

• Ensure national-level coordination among:

• Government agencies

• Scientific and technical institutions o SHIELD Consortium partners

• Facilitate multi-stakeholder platforms and dialogues to strengthen collaboration across sectors.

• Help build and maintain strategic partnerships to enhance programme impact and sustainability.

• Support alignment between national priorities and subnational implementation.

Facilitate Knowledge Management and Decision Support Systems

• Support the development of knowledge products, including:

o Policy briefs

o Technical reports

o Guidance notes for LGUs

• Ensure scientific and technical information is accessible, usable, and actionable.

• Help Identify and document best practices and lessons learned

• Contribute to UNDP knowledge networks and communities of practice.

Resource and Delivery Management

• Support budget planning, tracking, and financial monitoring for assigned components.

• Draft Terms of Reference (TORs), technical specifications, and manage consultants and contractors.

• Ensure efficient resource utilization and timely implementation of project activities.

• Coordinate with UNDP operations units on procurement and financial processes.

Support to Localization and Cross-Component Integration

• Provide technical backstopping to subnational teams by helping translate national-level outputs into LGU-applicable tools and guidance.

• Ensure feedback loops from local implementation inform national policy and scientific systems.

• Promote integration across all SHIELD components through coordinated planning and implementation.

Other Functions

• Provide support to other SHIELD Programme and Climate Action Programme initiatives, as needed.

• Perform other duties within the functional profile as assigned for effective programme delivery.

Required Skills and Experience

Education:

• Advanced university degree (master’s degree or equivalent) in climate change, disaster risk management, environmental science, public administration, development studies, or related fields is required; or

• A first-level university degree (bachelor’s degree) in the above fields, in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

• Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.

• Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in providing technical support to development projects in the areas of climate change, DRRM, resilience programming; policy development, institutional coordination, or scientific/data systems; and working with national government agencies or technical institutions.

Desired Skills

• Experience in the use of Microsoft Office applications, web-based management systems, and virtual collaboration and communication platforms (e.g., Zoom, Microsoft Teams, etc.).

• Demonstrated experience in translating scientific and technical information into policy recommendations and developing knowledge systems.

Required languages:
