Result of Service
The consultant will provide the United Nations system in Panama with a comprehensive PSEA Risk Assessment that enables participating agencies and the Panama PSEA Network to identify, prioritize, monitor and mitigate risks of sexual exploitation and abuse. The final products will support evidence-based decision-making, strengthen accountability mechanisms and guide coordinated PSEA actions across national and regional UN operations.

Duties and Responsibilities
Under the overall supervision of the Resident Coordinator Office and in coordination with the PSEA Network Co-Coordinators, the consultant will perform the following duties: • Conduct a situational analysis of organizational, operational and contextual factors that may create vulnerabilities to sexual exploitation and abuse within UN operations in Panama. • Review relevant documentation, including PSEA policies, codes of conduct, training records, human resources information, and other institutional materials required for the assessment. • Design and implement the PSEA Risk Assessment methodology, including surveys, interviews, focus group discussions and stakeholder consultations. • Facilitate meetings and consultations with PSEA focal points, senior management, human resources personnel and representatives of participating UN entities. • Identify, document and assess risk factors related to external context, office characteristics, commitment to PSEA, staff knowledge and attitudes, security arrangements and interaction with communities. • Analyze qualitative and quantitative information and assess risks based on likelihood and impact criteria. • Develop a risk matrix identifying priority risks, mitigation measures, responsible actors, timelines and monitoring indicators. • Prepare recommendations and an action plan to strengthen prevention, accountability and response mechanisms across UN operations in Panama. • Prepare draft and final reports and present findings and recommendations to the Panama PSEA Network and other designated stakeholders. • Perform any other related activities necessary for the successful completion of the assignment.
Qualifications/special skills
An advanced university degree (Master's degree or equivalent) in social sciences, human rights, gender studies, international development, organizational psychology, law, public administration or another related field is required. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of an advanced university degree. A minimum of seven years of progressively responsible professional experience in protection from sexual exploitation and abuse (PSEA), safeguarding, gender equality, organizational risk management, humanitarian action, development cooperation or related fields is required. Demonstrated experience conducting PSEA risk assessments for United Nations entities, international organizations or comparable institutions is required. Experience designing surveys and collecting, managing and analyzing qualitative and quantitative data is required. Experience facilitating consultations and discussions on sensitive topics with diverse stakeholders while maintaining confidentiality is required. Proven experience developing risk matrices, mitigation plans, monitoring frameworks and accountability mechanisms is required. Experience working in large-scale operations, multi-office environments or regional coordination structures is required. Previous experience supporting United Nations entities in Latin America and the Caribbean is desirable. Knowledge of the United Nations operational context in Panama is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in Spanish is required. Working knowledge of English is required. Knowledge of another official United Nations language is desirable.
