About this role
This consultancy supports the Production, Productivity and Management Division of ECLAC in implementing a cooperation programme with the Republic of Korea. The consultant will provide technical and analytical support for activities related to science, technology, innovation, and productive development policies in Latin America and the Caribbean.
- Prepare technical reports and analytical products on innovation policies and technology extension services.

Result of Service
Technical reports and analytical products are prepared and delivered to support the implementation of activities related to science, technology, innovation, technology extension, and entrepreneurship under the “Cooperation Agreement between the Republic of Korea and the United Nations Economic Commission for Latin America and the Caribbean: Programme 2026”. The products will also contribute to the implementation of related activities under the work agenda of the Production, Productivity and Management Division of ECLAC, particularly in the areas of science, technology, innovation, technology extension, entrepreneurship, and productive development.

Duties and Responsibilities
The consultant will carry out the following activities, among others: 1. Assists in the organization and implementation of expert group meetings, policy dialogues, seminars, regional workshops, and other events related to science, technology and innovation, technology extension, and entrepreneurship policies. 2. Provides substantive support to intergovernmental processes, including the Conference on Science, Innovation and ICT of ECLAC. This includes preparing background documents and reports, supporting the organization of panels and preparing summary reports of meetings. 3. Contributes to analytical work and knowledge generation on productive development policies, innovation policies and technology extension services in Latin America and the Caribbean. 4. Supports the preparation and implementation of technical cooperation activities, including diagnostic assessments, policy recommendations and analytical inputs. 5. Conducts research, compiles information and contributes to the preparation of publications and other knowledge products related to science, technology and innovation policies. 6. Participates in international, regional or national meetings related to productive development, innovation and technological transformation. 7. Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services and participation in staff meetings.
Qualifications/special skills
University degree in economics, engineering, public policy or related disciplines is required. An advanced university degree (Master's or Doctorate degree or equivalent) is desirable. A minimum of three years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related areas is desirable. Prior experience working in Latin American and Caribbean countries is desirable. Ability to apply economic theories and concepts in different sectors of economic and sustainable development, particularly in the fields of science, technology and innovation, technology extension services, entrepreneurship, and productive development (industrial) policies is desirable. Advanced computer skills (Microsoft Office Suite) are required.
Languages
Fluency in English is required, fluency in Spanish is desirable.
