Duties and Responsibilities
Resolution A/HRC/RES/61/9 mandates OHCHR to draft a report on " the twentieth anniversary of the adoption of the Convention on the Rights of Persons with Disabilities: lessons learned and challenges in the development of human rights standards and norms." Objectives: The consultant will conduct research to draft the mandated report. Scope of Work: 1. Stakeholder Analysis and Input Integration: - Analyse stakeholder contributions on lessons learned and challenges in the development of disability-related human rights standards and norms over the past twenty years. - Incorporate inputs, highlighting illustrative examples, good practices and remaining gaps. 2. Research on Legal, Policy and Institutional Developments: - Conduct research on how lessons learned and challenges have been reflected in legislation, policies and institutional frameworks. - Assess their impact on legal systems drawing on available data, indicators and evidence. 3. Identification of Examples and Good Practices: - Identify concrete examples, good practices and implementation challenges illustrating progress and remaining barriers. 4. Formulation of Recommendations: - Develop evidence-based recommendations for States and other stakeholders based on the findings. - Ensure recommendations are practical, actionable and aligned with the Convention on the Rights of Persons with Disabilities.
Qualifications/special skills
Advanced degree in Economics, Development Studies, Social Sciences, Law or other disciplines related to Public Policy, additional experience being accepted in lieu of an advanced degree. At least 5 years of progressive experience working on research, policy analysis on disability and the rights of persons with disabilities is required. Experience legal analysis under the CRPD is required.
Languages
Fluency in English is required. Other UN language is desired.
