The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) and the IMF Southeast Europe Regional Technical Assistance Center (SEETAC) has openings for two Public Financial Management Advisors based in Rome, Italy.
The advisors will support the implementation of the IMF’s regional capacity development (CD) program in public financial management, developed in close collaboration with FAD, SEETAC management, and SEETAC member countries Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, and Serbia. The advisors will deliver CD to SEETAC member countries advancing reforms to strengthen public finances.
The initial appointment is for a period of one year, with the possibility of extension for up to three years, subject to performance, budget availability, and business needs.
Duties and Responsibilities
The successful candidate will be expected to:
• Establish and maintain strong relationships with ministries of finance in SEETAC member countries to assess CD needs and ensure effective delivery of support.
• Develop, manage, and implement country-specific and regional CD work programs aligned with SEETAC priorities and country reform agendas, ensuring coherence with FAD’s broader public financial management initiatives.
• Lead the design and delivery of technical assistance on core areas of public financial management, including:• Medium-term budget frameworks,
• Public investment management,
• Fiscal risk management,
• Fiscal rules, and
• Cash management.
• Provide direct CD support to member countries, while also supporting and contributing to FAD-led initiatives and analytical work programs in the region, including regional notes on selected topics.
• Organize and deliver regional training activities, including workshops and seminars, in collaboration with other partners.
• Manage, guide, and provide technical and logistical support to short-term experts, ensuring consistency and quality of outputs.
• Coordinate CD activities with IMF departments, donors, and other development partners, ensuring complementarity, avoiding duplication, and promoting effective collaboration in support of country reforms.
• Monitor implementation and assess the impact of CD activities, including through documentation and reporting in IMF systems, and contribute to results-based management processes.
• Prepare regular progress reports and contribute to reporting for SEETAC management and the Steering Committee, as well as to outreach and knowledge dissemination activities that promote SEETAC’s work.
Reporting and Working Relationships
The advisors will work under the general supervision of the SEETAC Director and the technical direction of FAD headquarters.
The position requires frequent travel within the SEETAC region and regular interaction with senior officials in ministries of finance and other relevant institutions. The advisor will collaborate closely with IMF staff, other SEETAC advisors, experts, and development partners to ensure effective and coordinated delivery of CD.
Qualifications
The successful candidate should have:
• At least 10 years of relevant professional experience within a ministry of finance or similar institution, with demonstrated expertise in at least two of the expected CD areas: medium-term budget frameworks, public investment management, fiscal risk management, fiscal rules, and cash management.
• Experience in delivering or managing capacity development in an international context would be an advantage.
• Strong knowledge of PFM legal, institutional, and procedural frameworks, including budget preparation and execution processes, fiscal reporting, and the roles of ministries of finance and other central agencies.
• Demonstrated ability to design, manage, and implement complex, work programs, and to coordinate effectively across stakeholders.
• Strong interpersonal and communication skills, with the ability to engage effectively with senior officials, build trusted relationships, and deliver high-quality training and advice.
• An advanced university degree in economics, public finance, tax law, or a related field.
Experience working with international organizations and familiarity with fiscal reforms in SEETAC member countries would be an asset. Female candidates and nationals of the IMF's underrepresented regions (Sub-Saharan Africa, East Asia, and Middle East and North Africa) are encouraged to apply.
